Saving my settings then clean reinstall os then restore my settings question

Windows 11 completely moved my files to Windows folder by itself I don't know what it cause. Please I would like to save my settings all in once before I'm going to clean reinstall windows 11 22h2?

I'm not talking about my folder, files, file and file explorer settings
