Graphics card upgrade

I want to upgrade my rig because I think I chose an underpowered graphics card for my CPU and the rest of my rig. I was looking at the 

MSI MECH 2X OC Radeon RX 6650 XT 8 GB Video Card but I'm afraid my motherboard isn't compatible. What do you think I should upgrade to make my rig better?   Here it is!

I have a pcie 3.0 express slot and this calls for a 4.0

do you think I would be harming the cards performance tho by purchasing a 4.0 graphics card rather then a 3.0

They probably don't make a PCI 3 version of this card.

i dont think so because its a new card. Im just wondering if i upgrade will i need to buy a new motherboard to get the fullest performance.

When you upgrade and get more fps you may still get less fps per unit of money.  If it doesn't make a difference to you if you get 200fps or 210, then what would you gain for your money.
