Clone display and upscale

Is it possible to clone a 1440p display to a 4K capture card and "upscale"? I don't need it to actually be 4K, I just need the capture card to think it's getting a 4K signal. 

 

For reference, this is for the Elgato 4K60 S+ which does not support 1440p. Are there any workarounds/other capture cards that would allow me to record a minimum of 1440p 60? The capture card MUST have an encoder (no streaming PC required).

you can go to Nvidia control panel and enable the 4.00x option to make your monitor look like 4k the setting is under manage 3d setting>dsr factors

DSR renders at a higher resolution internally, but it'll downscale the result before outputting it at the monitor's resolution. So it's not going to output 4K.

Exactly. What I would need is something that clones and upscales simultaneously. Any ideas?
