If you have no plan to upgrade to 1440p, it's a solid build, I'd only change the PSU.

For a bit more you could get a higher quality PSU.

If you have any plan to upgrade to 1440p, I'd get cheaper CPU and better GPU.

Not bad, but there's a couple things I'd change, mainly the PSU and CPU. 

 

The i5 13600K is just a better CPU than a 5800X3D, it's about on par with gaming performance (they trade blows, though the 13600K does tend to win more than it loses), but the 13600K has significantly better multi core performance than the 5800X3D. The motherboard would need to be swapped out for a Z690 board, which would end up making this about $50 more expensive, but at the same time you've got $50 in the budget to be able to go for the 13600KF. 

 

The PSU is a bit more urgent, since Gigabyte is pretty well known for making terrible PSUs that have the tendency to explode, so I'd avoid it if possible. An RM750 should be achievable in that system, so I'd go for that.

This is what I'd build, the RAM kit was just dropped down slightly to be able to afford the other upgrades and stay at about budget.
