gpu AMD link failure

[Spectre5032]

im having a issue where every time i wake the pc from sleep the display output wont work on my gpu 
i have to physically switch the port the DP cable is plugged  into my gpu to another port to get an output
ive been though 5 DP cables all highly rated on amazon and newegg 
ive done a new install of windows new graphics drivers  

ive had this issue in the past on windows 10 but i thought i fixed it with windows HDR and night-light settings a while back 
but i just installed windows 11 (fresh install) and im getting the same issue again and i did everything i previously did plus more 
im stuck, ive tried everything and eventually going to have to breakdown if i cant get this fixed.
