What would you build if you were me?

Budget is about 3k to 3.5k on hardware alone.

Asus ROG Strix Z790-F Gaming WiFi vs MSI MAG Z790 Tomahawk WiFi. 

 

I'm just comparing these two boards and leaning for the msi mag z790 tomahawk wifi because it's cheaper.

 

I have a rtx 3070 ready to out in the build and I'll be buying a 7900 xtx in December.

 

The ram I find seems nice it has low latency.

Not really how it works. It has a low CL value, but on Intel DDR5 especially RAM frequency plays more of a role in latency than the theoretical latency does. That kit is the same price as 6000 CL32 kits, and they're just better for performance in basically every way. 

 

For the board they're both fine for the system, just go for what's cheaper.

This seems like a better value than what I had listed. I was originally going to go for 7400 or 7600 ram and oc it but it just seemed a bit unnecessary. If you were trying to get the most performance under 3k what would you build?

 

This pc will primarily be usd for gaming, some programming, possibly in the future some 3d rendering for games.

That's a fine kit, with an XMP that's actually good. If you were willing to overclock a little, you could get a cheaper kit (something like a Kingston 5600MT/s CL40 kit) that's still guaranteed Hynix M die and overclock it to 7000MT/s CL36 with relatively little effort. Heck, even my 5200MT/s CL40 kit that's got Hynix M die on it (this isn't a guaranteed Hynix bin, I bought it off of eBay where I could check for Hynix version numbers from) does 7000MT/s CL36. 

 

Coming from someone who recently did setup a 13700K build, my method was to buy a bunch of parts off eBay so I knew that they'd be able to OC and I got them for cheaper. Not something I'd particularly recommend, that RAM kit for instance has a locked PMIC that I can't seem to run above 1.435V memory voltage, but it is an option to get better parts for less.
