You can have multiple accounts with multiple libraries on one computer, but you can access them only 1 at a time. You can share library between different accounts with Family Sharing but if i get it right, you wanna do both at the same time and i don't think it is possible.

I dont mean paid game sharing i mean like we have to download game on devices to play which takes too much storage space cant i have a small server that accomodates all game files and i run my game it off that server

So... you basically.... want to stream games over the network ?!?!?!?!??!?!? Because that is basically what you described or am i getting it wrong ?! Game streaming has been one of the most massive fails of the last years. The amount of data that needs to be transferred both ways... still a long way for our everyday network capabilities to catch to that.

You could potentially setup a NAS of SSDs and setup drive mapping on each PC so it loaded games off the NAS but you'd probably want a 10GB Nic for each PC and NAS as well as a 10GB switch. You're looking at a few thousand dollars at minimum to buy all the hardware to do that plus potential re-cabling your house depending on what you're using now. 

It would be cheaper to just buy bigger SSDs for each PC and setup a local steam caching server so once the game update was downloaded once it could be updated on all other PCs from the cache server instead of over the internet multiple times.
