No, but a RTX 3070 Ti won't be able to game at 4k 240 Hz

What would it be able to game at? cause I'm not changing my gpu as of this moment

The max resolution the video card can output is 4k 120Hz or 8k 60Hz. But it's not powerful enough to play most intense games at those resolutions, you could play at 1440p 120Hz, or 4k 60Hz with medium-high settings.
