Building a computer for a buddy who is using a 11 year old windows 7 machine to play euro truck simulator and terraria -_-

Budget (including currency): 2000 CAD

Country: Canadia

Games, programs or workloads that it will be used for: not graphically intensive games but some simulation games and hopefully VR at some point. Reliability is more important than ray tracing

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

Site used is Memory Express, local canadian version of microcenter or similar

Dude doesnt give a shit about looks, wants something he can use for another 11 years without ever worrying about it, for that reason Noctua NH U12 might be overkill but is also completely untouchable

Not loyal to intel, and I know there are some good mobo-cpu combo bundles out there

I have a 650 power supply lying around, but the build i threw together is about 600 W. If its possible to squeeze it into a 650 and get some higher end stuff thad be cool but its too borderline for my comfort.
