Need help in what TV to consider getting

I'm looking for a new TV, but I just want to know what would be the best option for a budget of £400 (ideally want to stick to around £250-300)? I have a few criteria that needs to be met:

- 43 inch size, I'm upgrading from a tiny 22in Samsung H5600, and I'd like to have something a bit bigger

- Google TV or Tizen OS is preferred (unless you can sell me onto something else, I would like an experience with just a few nice features, Google TV is really what I want to look for since it has a nice UI/UX, plus I can sideload any apps I might want to use (I know Fire TV also supports sideloading, but I don't have an Amazon account)

- Has a 4K screen size, supports HDR content

- Has a decent display for the price

- Has something hopefully better than a G energy rating lol

Also, on a lot of listings I've found that the refresh rate I'm generally seeing is 50Hz, but is that because television broadcasts use that, and are they capable of 60Hz?

My specs:

Acer Nitro 5 (AN515-54)

Intel Core i5-9300H

1TB HDD (WDC WD10SPZX-21Z10T0) + 128GB M.2 SSD (KINGSTON RBUSNS8154P3128GJ1)

32GB Crucial CL19 DDR4 (SDRAM) 2667MHz (downclocked from 3200MHz)

1080p 60Hz 15.6in display overclocked to 75Hz

Windows 11 22H2

Old desktop computer

AMD Athlon 64 X2 5200+

2GB DDR2

NVIDIA GeForce 6150SE nForce 430 (825MB shared (planning on getting a GT 710 to replace this)

500GB HDD

Windows 7 Professional SP1

Lenovo Ideapad 310-15IKB 80TV (broken hinge)

Intel Core i5-7200U

At the specs you're looking at, the criteria is typically 60 Hz. However if you could double your budget, there's the C2 OLED which is about the best it gets in that range. Otherwise you'll be basically looking at some VA panels, usually speaking.

I'm fine with 60Hz, I have nothing to make use of at higher refresh rates, but I'm just confused over the whole 50Hz situation.

I was looking at a TCL TV initially, the only thing I can really say was that it was a bit lacking for ports, there's only 2 HDMI ports on the 43in model of this (although then again, I only have 2 ports now, but I'm not able to have my Nintendo Switch plugged in, and instead I keep my Wii U and PS4 in, not a huge issue not having 3 since I have a monitor below my TV as well, but it doesn't support audio out, and I usually rely on my Google Nest or capture card for my Switchs audio) (linked below), and that the power efficiency doesn't look great (can't get efficiency figures for my H5600, but it consumes 39W, and this TV consumes 65W/100W and is rated G):

The 50 Hz is again a TV standard with the cable / DVB broadcasts. TVs use lower refresh rates as with movie content, it can dial down to the 30 FPS norm. You might also be looking at the electricity standard of 50 Hz.

The TCL seems fine, just checked the Rtings review. Seems to use a Samsung QLED.
