PC has pretty bad performance for the good specs that it has. Need help troubleshooting ASAP.

My spec list is below:

So I have no idea what is causing my low fps. A few theories i've had is my cpu is not cooling, its using 
a stock cooler. Could it be thermal throttling at ~80 degrees? The gpu/cpu ratio is good from what i've 
heard. My motherboard possibly? It's a niche board that could have QA problems. Case airflow has 
been an issue with the NZXT cases. My cpu could be shit with the stock cooler, or the cases is not 
providing enough airflow? 

An example of this low performance is the new MW2. When I booted my pc and started playing I was 
hitting 200-250 fps on ultra maxed graphics, 1440p. After about 20 mins, the framerate had dropped 
to around 130-145 range, and around an hour later down to 90-110fps where it seems to have 
bottomed out, as I ranged the resolution to native 1080p, and slightly reduce quality on settings with 
large vram impact. The benchmark of 1440p at ultra graphics with my cpu/gpu combo was giving them 240+ fps steadily. 

This occurs on just about every demanding game these days. Why am I unable to achieve the fps that I paid for? 

Note: My fps in benchmark scores seem to hold their ground with the norm. I also have all my drivers 
up to date, including chipset, graphics, you name it. I am more than willing to pay for solutions to this 
dilemma. My GPU utilization hovers around 50-75% in most demanding Triple-A titles. The same goes 
for CPU utilization. 

TLDR: I have a mid-high tier gaming pc and am not hitting the performance I see in benchmarks on 
youtube. What is being bottlenecked/underutilized to cause this?

RAM stability can be a thing with Ryzen and their supporting boards. It's best to consult the board manufacturer's QVL for what is known to be stable on a given board with a given processor. I usually look up such things for folks, but NZXT doesn't seem to have a QVL readily available. I would suggest checking with them to be sure your RAM's SKU is tested and known to be stable on your particular motherboard and processor combo, this can hinder performance even if it doesn't crash. And Ryzen tend to do better with dual-rank (double-sided) DIMMs.

How much was junction temp ?
EVGA FTW3 one of the best at cooling performance IIRC, but yeah, I am asking because your PC case is a hotbox.

And RTX3080 is well known for searing hot mem temp.

 

As for CPU not cooling, just take a look at it's temp in HWinfo. Anyways, 5600x is really not hard to cool, I cooled mine with a Hyper 212 once and it was doin fine. My PC Case was airflow one with mesh filter though.

Also, have you tried with other games? or just MW2 ?

Severe CPU bottleneck on 1080p. A ryzen 5 5600/5600x can't peoperly feed an  RTX 3080 on such a low resolution.

Upgrade your monitor to something the GPU is meant to power, like a 1440p or 4K screen. Or upgrade your CPU/pllatform if you have to game on 1080p.

So is this the reason that my CPU idles around 75 degrees? If I up my resolution in game to something like 1440p would that allow me to test if this fixes my issues?

Your CPU is IDLING at 75*C?

What is it when under load / gaming?

 

I think:

1) Ditch the stock CPU cooler, and get even a half-decent $40 ~ $50 tower cooler

2) The NZXT H510 (especially the Elite) has horrible cooling because of the stupid solid panel of front glass.

 

For testing purpose, remove the side glass panel off the H510, and see how much of a temperature different the CPU and GPU have.
