PC doesn't turn on

Probably the most tech support posted topic, but my PC doesn't turn on. I checked all of the PSU cables and they are all connected on both sides. The PSU switch is on and the power LED on my mobo is on. However, I press the power button (on case and mobo) and neither does something. I tried to CMOS it to see if there was a Bios problem or something, but nothing happens.

some more context might help. what are the full specs? is this a brand new build? has it turned on before, or no?

Radeon 6700XT

Seasonic Focus PX 850

MSI MEG X570 Ace

2x16GB GSkill

Not new, has previously turned on. Haven't used it in a couple months. I had previously had RMA'd the CPU because it was defective. However, since then everything worked well till now.
