yes. still a very well performing card and has enough dx12 feature set. 
If you are looking to buy, just scale the cost to price/perf, and weigh your options between similar perf cards.

I have an old gigabyte gtx 980ti from my old pc days that I would like to use until the budget 4000 series cards come out. But I want to build an all new pc. So for basically new triple a games like mw2 and what ever else at 1440p basically.

It's been a while since I used mine in anger but it may struggle a bit at 1440p. You'll have to balance settings and frame rate.

Will it run modern games? Sure. Will it run modern AAA games at 1080p? Sure. Will it run any non esports game at 144fps? No. Will it run any AAA game at 1440p/4k at decent frame rates? No.

 

All depends on use case.

If you dont mind 40 frames on 1080, its still an ok card. I wouldnt even use a 1080ti on 1080p on the last 4 cods. Frames are just too low for me.
