ive been trying to figure this out for a while now but im just stuck. used to i could play on around 70 fps on battery (doesnt matter as my refresh is only 60) but now its only 30. its not a jumpy 30 like its struggling, its a constant 30, not even dropping to 29

You haven't given any information about your laptop's hardware, but both AMD and Nvidia's have options to set a framerate cap while running on battery. Check your GPU manufacturer's software. For Nvidia it's "Battery Boost" in the settings menu of Geforce Experience and for AMD it's called either Radeon Chill or frame rate target control in the global graphics settings in their management software.
