O.C. Old cpu

As listed in my specs, I have a bit of an older cpu. I have a friend who got the same one but brand new just a few weeks ago, and he runs the gamecube emu, dolphin, just fine while playing games like twilight princess and super smash bros. My performance doesnt match up with his, and i was wondering if O.C. would maybe help. My problem is that this is a prebuilt computer that im slowly modifying into what i want, and the bios has no O.C. options. Is there any software i can use to O.C. from the OS?
