Setting up new boot drive?

So I got a new ssd to use as a boot drive and i want to be able to access everything on the HDD that i already have without hassle. Is there any way to sync windows setting, desktop, icons, start menu, and the like? I assume ill need to reinstall some drivers but what about programs? Would i need to reinstall my browser and everything or is there a way to use rhe user on ny old HDD on the new SSD without cloning all of my files because my HDD is 4 TBs and my ssd is 500 gbs.
