Well if you have a board that supports ecc ddr3 then sure, dont think theres any 16gb consumer non ecc ddr3 sticks

It can have much more than that depending on the board used.

If it's DDR4 then no, if its DDR3 yeah but you'll need a motherboard that supports it

ecc = server ram, has some error correction stuff or something for mission critical applications where the system cant be down. You can usually buy them in higher densities than consumer non ecc aka normal ddr3 sticks (32gb ecc ddr3 stick vs 8gb non ecc ddr3 stick)
