To your "other questions": 

-With the mensiond cooler you will be fine for you CPU, but to get a bigger one or maybe an AIO (if you care about looks, it could be better) is rarely a bad thing.

-Powersupply, 650W will nit be enough i guess. But you can calculate something like that easely on sites like that https://www.bequiet.com/en/psucalculator.

-Yea you need to buy windows, but you will be fine buying windows home from a keystore.

both of them are cheap and still doing a greate job cooling you system. If you want to OC i would recommend the 360 version, but normal use u will be fine with the 280 (other point would be looks, bc if you put a 280 in there would be a empty spot o one with an odd normal fan, but thats matter of taste...).
