You can do quite a bit with 700 Eur. But it's hard to recommend stuff on the used market, since we don't know where you are and what people sell, you need to hunt the prices down yourself if you plan to go used, or buy an entirely assembled PC from someone if you don't know much about computers.

I threw together a quick "value" build on Amazon.de, which could maybe give you a general idea what you can do with new parts. For example you can definitely find a used GPU for around 200 euros and this build already fits into 700.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
