How can I convert a JXR image into EXR?

Is there a way to convert a Microsoft JPEG-XR file (JXR) into an OpenEXR file or any other HDR-capable container?

 

I'm trying to import the JXR into Premiere, but it's not supposed by Photoshop, Premiere, nor others. It only seems to work fine in the Windows Photo viewer and HDR + WCG Image Viewer.

I'd love to be able to convert these images into another HDR format that is more universal as JXR appears to only be supported on Windows.
