Sounds like coil whine. Unfortunately not many manufacturers will accept RMAs due to coil whine.

Is there anything specific that your PC is doing when the noise starts?

My PC:

4670k      GTX 760 ACX      CoolerMaster Hyper 412s      Fractal Design Node 804      G1 Sniper M5      Corsair RM 650      WD Red 1TB     Samsung 840 Evo 120GB

No i am just browsing the web and it starts, but only for a couple of minutes and then it sound like normal again. It's not a big deal i just didn't want to think that it was something wrong with it so it doesn't work.

Coil whine is just a natural phenomena that happens to some electronic devices, I wouldn't worry about it, as long as your PSU can power your PC under full load without shutting off or overheating, there is nothing wrong with it

I agree seems like coil whine - that seems to be a common thing with the CX series, which is why they're so inexpensive.

It's fine as long as the noise doesn't annoy you.

Looks like the C states are causing this. Put windows power plan to high performance and see if it goes away.
