I have a Radeon RX 6500 XT at the moment and want to start making YT Videos again soon. I was thinking about selling it to get an older Nvidia 20 Series or even 30 Series GPU to get that Hardware Encoding (where I live you can get a 2060 for about 200$). Right now I have a Ryzen 3 2200G and I'm planning to get a Ryzen 5 5600X and B450 or A520 Motherboard. For the GPU I'm worried that nobody wants to buy a 6500 XT. What do you guys think?

Only meaningful upgrade would be 2080 or 3060 and higher

Honestly I would upgrade the CPU to a 12400 (not F), since you plan on upgrading the motherboard and CPU anyway. The Intel iGPU has Quicksync which can be used for encoding, and it looks better than Nvenc. The 12400 should also get rid of the CPU bottleneck and give you PCIe 4.0 which would be a huge improvement for that 6500 XT.

I don't recommend 30 series, assuming you're probably looking at a 3050 or 3060. They're bad value, as a 6600 can be found for much cheaper than both, and it's close to a 3060 in performance + it also supports encoding. A 2060 would be fine too, but only if it's more than 10% cheaper than a 6600 which it sometimes is.

Is Quicksync really better than Nvenc? I've never seen anyone say that. Do you have a source (Comparison)?

In the recent iGPU's, yes but not a huge difference.

Why not anything lower?

I support what apoKhallipsa said

If you want to upgrade your gpu, in order for you to really get the best value from your money, get a 2080 or high

And by higher I mean a stronger card, not a newer card like the 3050 or 3060 (the 2080 is better then those gpus)

Worst case scenario should be a 2080/3060Ti (basically the same) but it really depends on where you live

The best used gpu in terms of "Bang for the Buck" is the 2080Ti (at least in my country)

A 3080 is also a good option but the main focus is on the 2080Ti

A good deal for a 2080Ti in my country is around 480 bucks which is EXACTLLY between a new 3050 and a new 3060 (2080Ti claps them both)
