Plex Server and NAS, First server

Budget (including currency): $2000 AUD (max)

Country: Australia

Games, programs or workloads that it will be used for: Plex Server, potential GPU operation such as subtitles with OpenAI's Whisper, potentially Minecraft servers also. I may run other programs and server operations on this build depending on what I want to do in future.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I plan to buy before the end of the year so I am happy to wait a little for sale times etc, don't need peripherals as I am planning to remote administrate.

 

Mostly looking for recommendations on what would be best at that price point.

How many players will Minecraft host?  Plex is incredibly un-intensive, so Minecraft and Whisper would drive your specs.

For large model of OpenAi's Whisper you'll need ~10GB of VRAM...

And you will want to use the large model if you want the subtitles to be accurate.
So, RTX 3060 with 12GB of VRAM or 1080ti with 11GB of VRAM (if you can find a used one for a good price) at least.
Do the subtitles need to be AI generated? I mean, if you will mostly be hosting movies and TV shows you can just download subtitles for most (if not all) of those.

I also want to subtitle some content that doesn't have public subtitles or downloadable ones due to the lack of popularity, so yes I would like to AI Generate subtitles.
