Minecraft Constantly stuttering

I recently started a 1.12.2 world with a bunch of mods and I am getting constant stuttering. I get high fps and I have downloaded and removed optifine. I have also reinstalled minecraft and nothing seems to be working.

Does it stutter without the mods active?

 

Because minecraft mods arent exactly being made by high paid geniuses striving for absolute compatibility and programming excellence. Mods will lag basically any computer regardless of specs

I'd check your polling rate in whatever software your mouse has (if it has any) and experiment with the polling rates.  I've had stuttering issues in the past when my polling rate is set to 1000hz.  If you decrease it to 125/250hz that may help!
