Global system problem with Delivery optimization - Win11

I've got a real big issue with windows over last few weeks. For now I'm in need to use my mobile data for anything so I'm limited to data I can use.
The problem is in Windows Update Delivery Optimization - It's using my internet all the time and it cannot be disabled - like for real.
I've tried everything - disabled in services, disabled in register, disabled in windows update settings, set my internet connection to metered connection. Nothing works. After forced kill of process it restarts after few minutes and it runs with 10mb's - all the time. I have all updates installed and so on.
Can anyone solve it or do I really need back to Win10?

You mentioned the metered connection thing...

 

Out of interest, is it download or upload?
