I doubt you can use your actual phone as a controller for the PC.

You can just run a snes emulator on your phone instead though.

For what it's worth: I never heard of anyone using his phone like that. I think it works on certain smart tvs, though.

 

I would suggest to get a cheap original controller (maybe even a broben one, depending on the condition), put in the chip from a cheap usb pad and swap out the cord. It would not be wireless and could cost up to £20, but should work a lot better than on screen controls.
