no.  USBC doesn't talk to the PCIE Bus directly.  You need a bunch of stuff to make that work.

 

And to make it not suck, you can't just use random cheap parts.  (Also, is framework thunderbolt?)

Framework has thunderbolt, a guy I used to watch on YouTube (randy) had a Framework with a 1650 eGPU as his setup.
