its not getting enough power, which can be a 2 things, not enough power :P or its set to not spin below a certain temp, or RPM for example, i did it to my system with SpeedFan where i set the rpm so low that the fans stopped spinning if the temp didnt go up above a threshold, seeing as it looks like a noctua fan nothing can really get inside it unless you broke it open.. which you shouldnt :)

Is it a PWM fan? Do you have cool'n'quiet configured in your bios, or is it being voltage controlled by your motherboard? Have you tried spinning it up with a finger?

 

The Scythes on my CPU cooler do that but they're designed to spin down and stop. With the scythes it generally happens when the machine isn't hot enough to send a strong enough PWM signal to make it spin up. Sometimes if I spin it up with a finger the juice it's getting is it's just enough to keep it spinning but just wasn't enough to get it started.

 

What's it plugged into? The motherboard or something else?

So yesterday I started my pc and my rear exhaust fan wasn't spinning...it was like it would try but stop...

here is a short video of what its doing. after about 5 minutes of this the fan turns all the way on, I'm just unsure as to why its doing this at all.

 

Doesn't look broken, spin it with your finger, 

if that doesnt work, take it out and clean it. Also check your software and make sure it is getting enough power.

Try take it out and clean it with some compressed air

 

Your CPU proberly wont overheat

its clean. after about 5 min it starts spinning. no obstructions it is plugged into the motherboard and is pwm but I didn't configure any pwm settings.

if it started spinning its a heat thing, wasnt hot enough for it to spin :) as long as it works :P

It looks like it's being regulated by the motherboard. I'm not sure what else would cause that type of behaviour.

 

If it's only just started doing it you could try and figure out why. Did you change the air-con, swap out a hot component, prop a door open that wasn't open before? ...that kind of thing; that might help verify it just being modulation from the motherboard.

 

Maybe download a utility for checking temperatures and see if there's correlation between the system reaching a certain temperature and the fan spinning up. That might help put your mind at rest if you're worried about it.
