Try replugging the GPU, and the PCIE power cable on GPU side and PSU side.

 

If you are using riser cable, try taking it off too.

Tbf most gpus don’t spin on low loads sort of like a zero fan mode, certain psus also do this and it is a thing called Zero RPM mode where your fan won’t spin on loads until about 60% but most times this will vary per company/ brand of psu, however lighting could be a sign of failure or a not properly seated gpu cable first try reseating the cable connected to the gpu and see if that does anything
