Do you mean a dGPU or a whole computer?

 

if a video card:

The standard answer is do something with the cooler and shroud. 

well the good news is it’s a reference card, so there are a lot of options.  None of them are free though.  It could be a blower card which have advantages in some builds.  Because all the air exits out the back it doesn’t heat up your machine.  I don’t know of any cheap hacks though there are a bunch of not terribly cheap ones. 

 

if a whole computer:

Oem prebuilts are supposed to be very carefully engineered to use what cooling it has very efficiently.  It is possible, for example that if you remove the side panel the temps will go up not down.  Not all oem prebuilts are like this, particularly lately.  Perhaps they have stopped looking at internal airflow.  As a result such things tend to not work well.  One thought is if you’re running a dGPU a hybrid gpu with its one fan cooler bolted to the back air exhaust. Iirc sort of end runs the engineering bit.  

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
