Bear with me, there is a very valid reason that I posted this here, despite the title saying "GPU recognition error".

My current PC has a Ryzen 5 1600 and an ASRock X370 Killer SLI as the motherboard, a Tesla K20m for compute stuffs and a Quadro K620 for display outputs. In Windows (both 10 and 11), the Tesla would appear as connected in Device Manager, but when I open up the details, it shows up with a code 10 error: Insufficient system resources exist to complete the API. I have tried this very same GPU in another PC with a Z690 board and a 10600K and it worked just fine. I have replaced my PSU from a 500W one to a Corsair VS650 but it seems not to solve the issue either.

Therefore, I thought that there might be something wrong with the bifurcation of PCIe lanes on my motherboard, or maybe a setting I forgot existed. I have tried changing the settings for the PCIe slot bifurcation from x16 to x8+x8 in the BIOS but that still didn't work. Is there something else of notice that I forgot about? Thanks.

Did you already install the latest X370 chipset drivers? According to ASRock, you shouldn't go above BIOS rev 5.40 as you have a Summit Ridge CPU. If it's not already up to that rev, consider updating it.

I've gotten the thing to version 6.00, the latest one available. Not so sure if I should downgrade again.
