Weird video problem

So randomly I started noticing that the edges on things in the videos that i'm watching on youtube have been choppy. Like someone put on a vhs effect or something. I have no idea what happened.

 

Link to a picture of it. And it only happens when objects move around in the video.

That’s interlacing.  Notice how the edges on the  right arm has a very pronounced variation whereas the one on the right doesn’t?  I suspect that arm was moving more.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
