I was playing spider man marvel slightly oc on 1650S +150 clock, + 1k memory (used it multiple time before )

I use msi afterburner I didn't change voltage and temp was fine but suddenly display freezed and i couldn't get any display until i used the integrated gpu, also my gpu fan is not working at all since then, is my gpu dead? I've been only using it for 3 years...

Try booting into safe mode and undo the overclock

Probably because the GPU isn't doing anything. Most modern GPUs stop the fan if the temps are low (usually below 60c or so)

1) the OC is  done by MSI afterburner, from my understanding it's undone the moment the app is closed so it should be set to normal while booting

2) The version i used always has fans on

3) how do i even safe boot if i have no display is this possible? 

4) gpu is not recognized after i used the integrated gpu for display

When you say it isn't recognized, do you mean it isn't in device manager? 

Make sure it isn't disabled in bios (reset defaults and just set to igpu for primary). If it doesn't show up, the card might be dead. Only other thing I can think of trying is testing it in a different system.
