I am upgrading from a decent but not so good laptop. Every year is dying and i cant play new games.

That's a very liberal use of the word 'much', especially when the bottleneck is almost always on the GPU.

At 1080p the cpu is going to be the bottleneck. The 5800X3D is faster than a regular 5800X at 1080p, but it is 500 Euros. If he isn't chasing framerates then a 5700X is the best value at 317 Euros.
