Yeah perfectly normal temps. Could be that your fan curve becomes more aggresive rapidly around 70c

 

Either way that a cold cpu under max load

 

Do a stock and boostlocked cinebench run to see if the boostlock properly worked. Scores should vary a decent bit

checked on cinebench long time ago, boostlock worked fine. The problem is that sometimes i see temps like 70-80 when temp limit set on e5 2640v3 seems to be 74. Is it ok that it goes over limit or I just misunderstood what this value is for?

74 is just a warning in the bios the xeons max temp before shutdown and damage is 105c
