Yes, the first one will be performing better because of better GPU but I've got another suggestion.

You could go with non-OC Intel CPU and save some money on CPU itself, motherboard and also CPU cooler, I don't think that you could make better OC with this one.

Pick the exact parts yourself, but I would do something like this:

 

CPU:  Intel Core i5 non-OC (for example 4570)
CPU Cooler:  Cheap quiet cooler, you could even go with box.
Motherboard:  A simple H/B chipset motherboard
Memory:  8GB of RAM.
Storage:  120GB SSD
Storage:  1TB HDD
Video Card:  Take a card from the rest of the money
Case:  Just an ATX case, could be something cheaper than Arc.
Power Supply:  Just a bronze 500-600W PSU, nothing more to add.
Optical Drive:  
Monitor:  Simple 1080p monitor
Keyboard:  Whatever you want
Mouse:  Whatever you want

Now choosing what aftermarket R9 280x i want as the Sapphire is £20 cheaper than the MSI but i like the MSI preset boost.

Depends, are you going to use any other programs that might take advantage of the added cores on the 8350 ?

 

 

Gaming performance wise, the first one is better. 

Ill be playing a wide range of different games like, FPS, MMORPG (WoW) and RPGs like Borderlands 2 and Skyrim with lots of mods

If your'e gaming then the first offers a better graphics card, but the Intel CPU would perform better in single threaded loads, such as games. However I'm running an FX 8320 and I don't think its bottlenecking my games, and will still perform well in most games. For video rendering I certainly suggest the FX 8320 as it is an 8 core CPU. The first build is probably better overall, as the GPU is better so will boost performace in games :)

Do you play and MMOs or RPGs like Skyrim? My main concern is that the 8320 won't run well on these CPU intensive games.

Looks great to me :)

Taking 4670K will only give you only higher clocks in this case which won't make a difference really, you pay a lot for the overclocking ability which you won't use on a motherboard that you can't make OC on. 4670 has got the same clocks like 4670K but it's without overclocking, 4570 has got 200mhz lower clocks but it's cheaper and IMO it's the best performance/price ratio and I bought it myself.

MSI and Sapphire are both great manufacturers, I myself have a rule that if I take MSI motherboard I take MSI card, if I take ASUS motherboard I take ASUS card - in most cases it's just estethical but I heard that in case of Gigabyte cards you can't make some things if you don't have Gigabyte motherboard but I just heard about it, I'm not sure of it.
