Should I flash miui.eu rom before any custom ROMs???

I'm about to install PEX 12 (juice/chime) on my redmi 9 power. So should I flash miui.eu rom before flashing PEX??? 

 

if you know, pls guide me to install PEX pls......

if you already unlock your bootloader and have TWRP/orangefox installed, then you can just flash another rom on it. you can try to look it up on xda, for that.
