pc takes forever to shut down

when i press the power button on my pc it shows the blue shuting down screen and then the screen and keyboard/mouse rgb turn off, but the ram and fan rgb stays on. it sometimes doesnt even turn off and just reboots. anyone know how to fix this?

I've read that quick startup can cause this problem with some setups.

I don't badmouth others' input, I'd appreciate others not badmouthing mine. *** More below ***

 

MODERATE TO SEVERE AUTISTIC, COMPLICATED WITH COVID FOG
