This should be more than enough for programming. Could even handle indie games and older AAA games if you even desire. Stock cooler and integrated graphics. Case comes will all the fans already so no need to spend extra to have actual airflow:

Not exactly how sure how much you want to lower the budget, so this is about what id recommend

I'll assume you don't have a gpu already, but the f series of cpu dosent have display out, on intels side its a non f and on ryzens side its a g 

Cheap aftermarket cooler to keep it cool. Ryzens stock coolers are actually pretty good so if you want to save some money I'd remove this first

Cheap b450 that has great connections for its price

Cheapest kit of 16gb ram

Cade with airflow and a 650 watt psu for what I can assume a future gpu might go into

The 10700F has no integrated graphics and you have no discrete graphics card so this build literally will not even function, at least if you consider having a display necessary for function.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

When you say programming thats a quite broad area of use. Are you just going to school in computer science? If so, just get a 12th gen i5, like the 12400, you shouldnt go 2 years old chip unless you find a good deal somewhere.

this is 50$ cheaper and its two years newer and will be just as good for most "programming" . You could probably even go down to an i3 and save even more money.
If you do get a 12th gen cpu, make sure to update to a b6xx board with a 1700 socket.

Going with this cpu also comes with the added benefit of having integrated graphics so you dont need to get a GPU, which you probably dont need for most programming unless you doing Machine learning stuff and want accelerated training.

aight here's one. Red ram sticks might look funny. Can swap for black ones if you want a more uniform look, maybe $5 more. Case supposedly comes with pre installed fans. In case not, get these cheap Artic ones:
