I watched some videos about a380, and everyone told that the ordered prebuilt system to get it.

one guy said it was 47k rub from China

but I want to know if the PC with a310 with be around 30k rub, because I don't really have this big amount of money.

why this GPU specifically? and I'm not sure that only one model is restricted to having this GPU, you might compare multiple models

Are you aware of all the issues these cards suffer from right now? You will be dealing with countless crashing, artifacting, underperforming mess with almost nobody to help troubleshoot it and you will be at the mercy of the Intel hoping they update the drivers.

The only reason to pick up an Arc GPU right now is to analyse it and have some fun with messing around with it, to get it for normal use makes no sense.

Just saying, having favourites isn't to your advantage. You're better off getting what suits your needs and the best price to performance ratio, even if it means picking a brand that you've never picked before.

anyways, I like experiencing problems, and plus it would be my first pc that I buy myself.

Pure madness, it'll perform like sh#t as even an A380 struggles with RX6400 *only with ReBAR enabled* (else it's worse than a 1050Ti), so I can't imagine an A310 ...
And drivers and software are pure garbage :
