Texture Tearing/Microstutter Issue - help is appreciated!

The problem I'm having is a kind of microstutter or visual bug. It is prevalent in all apps within Windows, but especially noticeable within my browser (Brave) while scrolling and when looking around or moving quickly in all games. Looks similar to this Blur Busters demo at times. https://www.testufo.com/stutter#demo=microstuttering&foreground=ffffff&background=000000&pps=720 It's basically a new pc at this point, having replaced everything but the case, fans and displays. 

 

This pc is running a MoBo overclock preset at the moment and an XMP profile but I've tried with and without and it makes no difference. It has extremely stable CPU temps (30 °C  IDLE - 75° C LOAD) and GPU temps (50°C IDLE - 80°C LOAD).

 

Specs:

OS - Windows 10 Pro 64 bit

MOBO - MSI MPG B550 Gaming Plus

CPU - AMD Ryzen 7 5800X

Cooler - Noctua NH-D14

RAM - Corsair Vengeance RGB Pro SL 32GB (2x16GB)

GPU - NVIDIA GeForce RTX 3070

PSU - Corsair HX850 (850W)

Storage - Samsung SSD 980 Pro 1TB

Displays - Acer ED273 A 144hz, BENQ XL270Z 144hz

Keyboard - Corsair K70 RGB

Mouse - Logitech G PRO X SUPERLIGHT

Sound - Fiio E10K DAC, Audio Technica M50X

Case - NZXT H440

BIOS Version - 7C56v1B1

 

 

Troubleshooting So Far:

- Fresh install of Windows 10 (via installation media - tried twice)

- Used DDU to uninstall all audio and graphics drivers then reinstalled using latest drivers

- Updated all drivers (Incl. chipset, graphics, mobo)

- Uninstalled Nvidia GeForce Experience

- Tried all Bcdedit fixes (dynamictick etc.)

- Disabled Xbox Game DVR 

- Played around with just about every setting in NVCP

- Flashed BIOS to current version

- Disabled HPET 

- Tried 3 different monitors with various refresh rates + HDMI, DP, VGA

- Tried 3 different PSUs between 650w - 850w 

- Tried 3 different GPUs 970, 1080, 3070

- Tried 3 different sets of RAM

- Mouse settings including polling rate, DPI and mouse acceleration are all fine

- Monitored frame time with RivaTuner (stable results)

- Probably forgetting a few

Frequency and are you able to run them at their said frequency? Tearing you described sounds like either lack of vsync or your monitor is dropping frames. I also couldnt see anything in your video as you recorded it in 30fps while outputting 144hz.

Dont do that, its not 2009.

RAM is running at 3600mhz as intended. I've tried all vsync options and gsync, neither solve the problem. Included HPET comment to weed out bad suggestions, not because I thought it would be the fix but thanks for covering that. I included in the post that I've tried 3 different monitors so I'm confident that dropping frames is not my issue either.
