Is it worth upgrading from an 9th gen i7 to an 9th gen i9 post 12 gen?

My system is:
i7 9700
zotak gaming rtx 3060ti
asrock B365m pro 4
16 gb ram
450 seasonic focus powersupply?

i am using my cpu from a previews prebuilt. I like use davinci resolve free version for light video editing and the free version uses the cpu to render. 
i know that my motherboard doesn't support resizable bar but i dont know if its worth changing it just for that with my current components.
if i switch out the cpu then i can actually rebuild my prebuilt with all its original parts and sell it or give it to a family member. or even make it a server unit. (its a stupid dell g5 that linus hated on)

is it worth upgrading to a 9th gen i9 from the i7? should i not bother at all? is resizable that amazing that i should sap my motherboard?
any and all advice appreaciated as always.

Whether it's worth it or not mostly depends on the price, but this alone does make a pretty big consideration. If it were me, a $180 to $200 i9-9900 would make this move fairly reasonable. Maybe a bit more if you're selling the old Dell to recoup the cost, or if it'll be really useful as a reused PC.

If it were that inexpensive, i think i would have upgraded without a second thought. But, i don't think 9th gen i9's are in that price range. (im looking at canadian prices btw)

it would offer some improvement in editing and such but if you can't get for a low price it shouldn't be worth it.

Oh for Canadian pricing then it would be a decent upgrade around $280 maybe $310. That's based on flat conversion, I don't think the market rates are much different in Canada but I'm not too certain if they're going for like $400 by you

i9 9900 and the like are going for around $1000 rn looks like. Are second hand cpu's trustworthy? what's the common consensus?

I buy lots of secondhand CPUs for clients. They're fairly reliable, but don't gamble on a CPU with physical damage to the pads or anything (slight discoloration is typically fine). And you should ask the seller if original packaging (or at least plastic clamshell) will be used for shipping, to properly protect it

A used i9 9900k is usually around 300$. Which is the price of a b660 + i5 12400 which already beats the i9 9900k. So yeah the i9 is by far not worth it.

Since the cpu may 8 cores, but lags hyper threading means the cpu only has 8 threads amd not 16.

 

I would say it's worth a upgrade. Specially if you play the lastes triple a titles. These games perform the best with more than 8 threads. 

 

But before considering a 12 Gen system. It might be worth waiting a few more months. Since Intel is not so long away launching there 13 Gen CPU's and the same goes for AMD zen 4. So I would wait to get the latest and greatest. But it's up to you to decide if you want to wait or buy something now.
