So i come across a very strange problem, in my 10 years working as a it guy, i never saw any thing like this before.
so the graphic card is ASUS DUAL RX 5500 XT EVO OC 8GB, i have tried to put this GPU in multiple PC's and it still had the same problem and it doest matter if GPU drivers are installed or not.

have even tryed to update GPU bios, didin't helped, (haven't tried to run windows 7/11 or linux with gpu)

 

so basicly, when ever i turn on pc it passes the bios but once windows trys to load it gets stuck (when windows logo appers and there is a spining dots in the botom, those dots just freezes), so the only way is to restart pc with button, it takes some times 4-8 restarts until windows finally boots up and then everything works fine...until i restart or shutdown pc, then i have to start all over again this restarting pc game...

 

i cant figure it out, whats wrong with the GPU...can't even find something similar on google.
termo pasta has been changed, PSU is strong enough in those multiple computers.
PC's:i7 9700/z370/32gb/1tb ssd/psu 600W; r7 2700/b450/16gb/1tb ssd/650w; fx6300/msa97/8gb/256gb ssd/750w.

that would have been my guess too
