Why do you want to go with a custom loop? Just go with the Glacer 240L, it's expandable; in other words, later on down the road if you decide you want to cool your graphics card as well all you have to do is throw in a GPU block, some tubing and a few compression fittings and you're done. 

 

(By the way, it will fit in your case. It is a dual-120 (which fits), and is 29mm thick). 

 

CPU Block ($44): EK Supreme LTX

 

Dual Radiator ($45): Alphacool NexXxoS ST30 <- All you'd need for just a CPU

 

Tubing ($18): EK ZMT Tubing 3/8" ID x 5/8" OD <--- can change the color if you want, just make sure that it's 3/8" ID and 5/8" OD

 

Reservoir ($47): Bitspower Water Tank Z-Multi

 

Pump ($120): Swiftech MCP655 W/ Variable Speed Pump <-- Imho, it is worth the extra money to get a variable speed pump especially if you have plans on upgrading later on down the line. (you can get a much cheaper pump though)

 

Fans ($28): Bitfenix Spectre Pro <-- Honestly if you don't like them, then you can swap them out. Just make sure the fans are static pressure optimized. 

 

Total: $302

This would be as cheap as I would go if it was me. I really couldn't fit it into your budget, but maybe somebody who knows a bit more about each individual component could be of more assistance to you.

I really want to do a custom loop, I think that it will be a cool project and I don't like closed loops ( I've heard from too many people that they fail, a lot)

I added a list of components to my first post, way over budget, but really all I can fully recommend. 

 

On a side note, Closed Loops don't fail as often as you'd think. Depends on which one you get, I've only heard great things about the 240L.
