WD DC H330 strange problems

I bought a new WD DC H330 10 TB model number WUS721010ALE6L4.

 

My old Windows 10 AM3 socket detects the HDD but cannot initialise it as it said  "request could not be performed because of an i/o error". Using unknown brand PSU

 

My 9th Gen PC does not detect the HDD at all from Bios and Manager. I'm using Corsair VS PSU. 

 

Is it a faulty HDD or my PC?
