I saw on a website when i was looking for hd 7770 overclocking that a guy got the voltage to 1350mv could i bios flash my hd 7770 to a voltage of 1350mv.

if you're using afterburner ,sliding the voltage bar all the way up is the safest ,messing up with the Bios could go wrong and the 7770 doesn't have dual Bios

i think my card has a voltage lock because i can not change the voltage, with the boxes cheked and the unofficial overclocking enabled

If watercooled or cooler, 1.35V is absolutely safe 24/7.

at 1.25 my max temps are about 60 C could I incress the voltage.

I wouldn't touch the BIOS since it does not have dual BIOS feature.

I already have messed with the bios but not enough for a good stable overclock.
