minimalistic UI mod for win 7?

Well you have rainmeter, however if you want to change the look of the OS itself. There is CustoPack.

It's basically a small free program that apply themes from people that made them. You can find the theme and do it manually if you want, but it's time consuming.

This does a backup of Windows system files, and apply the theme files. Just be sure to revert to Windows 7 default theme, before you uninstall the problem, if you plan to do that.

 

CustoPack does not work under Windows 8. If you try, you are going to have a baaad time. (bank screen with the divider bar of Modern UI apps show, and the cursor, and you can't do anything. Safe Mode won't help you as it changed Windows 8 system files with Windows 7.
