Graphics card not working

Ive recently bought myself a new motherboard, cpu, and psu. My problem is that my 3060, that I know works due to me just taking it from my older system, is not even spinnig up when I turn on my new system however everything else works. Ive checked my that my power cords are properly plugged in, reseated eveything, tried both pcie lanes, and tried every pcie cord on my psu. My fear is that the pcie lanes on the motherboard are dead or the psu is dead. The other problem is that the motherboard doesnt have an hdmi port, or any other way to ensure that the system works.

What are the parts?

if you have modular cables, did you check both ends?
