i have a msi R9 280x and two acer 21.5 inch ips monitor and a Samsung 21.5 inch monitor they all run at 1080p and 60 hz 5ms and i am using one dvi one hdmi and a mini dp to dvi  but only two monitor will be on at a time do i really need  a active dp to dvi to set this up

For Eyefinity I am pretty sure that you need an active adapter and not a passive one.

but i cant even use it nomally

You still need an active adapter to get more than 2 displays working at the same time.
