I'm stumped

Look in internet options from the control panel, then click the connections tab, and then check the local network configuration, one of those virus could have change it and those changes could still be there.  

 

You could also check the tcp/ip configuration in your network adapter, the virus could have changed that too.

everything works fine now, what happened was when the anti-virus I installed blocked the virus from connecting to the internet, the virus (adpeak which is my new arch nemesis) would not allow the PC to connect to the internet  

okay, so someone is having issues with their laptop (being slow, pop-ups and such) and I have been clearing it up, finished up the anti-virus scan (which there was a lot of viruses), and was moving on to getting rid of the bloatware. Until suddenly the internet dropped off, and I haven't been able to get it working again I have tried everything I can think of, restarting it, connecting it via Ethernet, disabled the anti-virus, I even went to my house to try it on my network. Nothing seems to work. Now it is just waiting in the other room, waiting to laugh at me!

You might have accidentally uninstalled the ethernet drivers. do as @Senor Potato says

I would just try to reinstall the drivers. I know that you said you weren't uninstalling anything, but just to be safe and make sure.

Try a roll back to a day previously. Don't worry about it reinstalling your nasty wares, the files have all gone. Just run another scan over it if you're worried, also do a CCleaner run.

yeah, just did that of course even a system restore wasn't allowed to be easy on this thing, had to hard shut it down to get it to run in safe mode to let me do it

If they have norton installed that can cause the network to be found but any web browser that is opened will say page cannot be displayed etc etc etc...

 

Download the norton removal tool from there website.. even if there is no trace of Norton because you already deleted it still do it. Could have been in the bloatware.

I have finally done, slain the beast they call... adpeak, and with it all of the other viruses crumbled

 

yeah, turns out my go to virus destroyer malwarebytes, was doing to good of a job, and would block adpeak, and since adpeak hijacked the PC it would lock up some of the features
